Jammu: Days after setting into motion the process for identifying employees with alleged terror links, Jammu and Kashmir government has now asked the administrative secretaries to identify those who, after completion of 22 years of service or attaining the age of 48 years are “ineffective in work or not fit to continue’’ in service.
A circular dated July 15, 2021 issued by Financial Commissioner Finance, Dr Arun Kumar Mehta, drew the attention of all the administrative secretaries towards Finance Department’s S.O. 324 issued on October 22 last year, stipulating that an “exercise of review of performance of the government servants will be initiated for each government servant for the first time after his/her completion of 22 years of service or attaining 48 years of age and any time subsequently, as may be required’’. “The cases of government servants for consideration under above rules shall be placed before the General Administration Department by the Review Committee constituted for the purpose, for placing its recommendations before the competent authority,’’ it added.
Pointing out that the departments have not initiated any exercise for reviewing the performance of government servants, in terms of the above mentioned S.O., it impressed upon all the administrative secretaries for initiating the process/exercise of reviewing the performance of each servant who has completed 48 years of age or 22 years of service so as to identify those who are ineffective in work and are not fit to continue in the post held and have no utility for the purpose they were employed.
It asked the departments to follow the procedure as laid down in Article 226(2) of the Jammu and Kashmir Civil Service Regulations Volume I and place the cases of such identified employees before the Review Committee for consideration of Competent Authority.
The appropriate authority have to give either three months prior notice or three months of allowance to retire any employee, according to an earlier notification issued by the Financial Commissioner.
The government has recently terminated the services of 11 employees including two sons of Hizbul Mujahideen chief and most wanted militant Syed Salahudin for alleged terror links.
